Melbourne City Buildings 1 Melbourne is the capital of the state of Victoria, and is Australia's second-largest city. Like Sydney, it is one of the world's largest and yet most under-appreciated Art Deco cities. Melbourne's Art Deco buildings are generally of modest scale, in keeping with height restrictions that applied until relatively recent times; the city nonetheless boasts some noteworthy examples of the style - many of which survive in a state more closely approximating their original condition than similar buildings in Sydney. Unlike Sydney, Melbourne is a planned city, and the central city area is clearly delinated by a rectangular grid plan.
